Public-sector teams are expected to explain whether programmes, services and spending are achieving intended results—not simply report activity volumes. Yet performance reports often combine inconsistent source data, poorly defined indicators, manual spreadsheets and charts that obscure material trends. This course helps participants turn operational, financial and service-delivery data into credible performance evidence for executives, elected officials, oversight bodies and the public.

Participants learn how to define outcome-focused measures, build indicator dictionaries, assess data quality, join and analyse datasets, calculate trends and variances, and present results with clear visualisations. The course uses Microsoft Excel, SQL, OpenRefine and Power BI to work through practical public-sector reporting tasks, including service-demand analysis, budget-versus-actual comparisons, target tracking, equity breakdowns and exception reporting. Participants also learn to distinguish correlation from causation, document assumptions and communicate limitations responsibly.

Delivery combines instructor-led explanation with guided analysis labs based on realistic public-sector datasets. Each participant develops a performance reporting pack for a selected programme, service or departmental function: a measurement framework, data-quality assessment, repeatable analysis workflow, dashboard prototype and briefing narrative. The final day includes a peer review session in which participants test whether their report supports a defensible management decision. Participants receive a certificate on completion.

Requirements and prerequisites

Participants should be comfortable using a computer, working with tables in Microsoft Excel and interpreting basic percentages, averages and charts. No prior SQL, Power BI, OpenRefine, statistics qualification or coding experience is required; these tools are introduced through guided exercises. This is genuinely suitable for complete analytics beginners, although they should expect to work with datasets throughout the week and practise formulas, filters, data cleaning and simple query logic. Participants should bring a laptop capable of running the supplied software or accessing the live-online environment.

Training methodology

The five-day programme alternates short instructor-led demonstrations with individual data labs, team interpretation exercises and reporting critiques. Participants work with realistic service-demand, case-management, finance and demographic extracts rather than generic business examples. They clean records in OpenRefine, analyse data with Excel and SQL, and build a Power BI dashboard in stages. Facilitated case discussions focus on defensible public reporting, confidentiality, target interpretation and equity. On the final day, each participant completes an application plan identifying a live reporting process, required data owners, controls and first implementation steps.
