Course overview

Public-sector procurement teams must achieve value for money while meeting statutory duties of transparency, equal treatment, competition, auditability and probity. A poorly specified requirement, unclear evaluation model, undocumented clarification or weak conflict-of-interest control can lead to supplier challenge, delayed service delivery, audit findings and reputational damage. This course helps participants manage the full tendering process with an evidence trail that can withstand internal scrutiny, external audit and supplier questions.

Participants learn how to plan compliant procurements, select an appropriate route to market, develop procurement strategies, write outcome-focused specifications, set proportionate selection and award criteria, and administer tender communications fairly. The course covers tender documentation, evaluation scoring, moderation, conflict declarations, abnormally low bids, contract award notices, debriefing and records retention. Participants practise using evaluation matrices, procurement timetables, risk registers, clarification logs and award recommendation reports.

Delivery combines instructor-led briefings with a running public-sector procurement case. Working in teams, participants prepare key documents for a simulated tender: a procurement plan, specification, evaluation framework, supplier communication log and defensible award recommendation. They receive structured feedback against compliance, fairness and audit-readiness criteria, then leave with a practical tendering toolkit and a workplace action plan for applying the methods to an upcoming procurement.

The programme suits professionals working at foundation to intermediate level in government departments, local authorities, public agencies, education, health, utilities and publicly funded bodies. It is particularly valuable for staff who contribute to tendering but need greater confidence in making and documenting compliant procurement decisions.

Course objectives

By the end of this course, participants will be able to:

  • Plan a proportionate public-sector procurement using a route-to-market assessment, timetable and governance map
  • Draft outcome-based specifications that separate mandatory requirements, performance measures and desirable enhancements
  • Construct selection and award criteria with weighted scoring models linked directly to the specification
  • Prepare a tender pack containing instructions to bidders, evaluation guidance, declarations and clarification procedures
  • Apply equal-treatment controls to supplier questions, tender communications, late submissions and document changes
  • Score supplier responses using an evidence-based evaluation matrix and record evaluator rationale
  • Conduct an evaluation moderation meeting using consensus scoring, conflict controls and an audit trail
  • Produce a defensible award recommendation report, supplier debrief and contract handover record

Benefits of attending

For you

  • Build confidence to explain and defend tender decisions to managers, suppliers and auditors
  • Create procurement documents that show clear links between requirements, criteria, scores and award decisions
  • Gain practical experience moderating bid evaluations rather than only observing the process
  • Recognise procedural risks early, including conflicts, unequal bidder information and weak evaluation records
  • Strengthen readiness for procurement, commissioning and commercial management responsibilities

For your organisation

  • Improve consistency of tender packs, evaluation records and award recommendations across procurement teams
  • Reduce challenge and audit risk through stronger equal-treatment, conflict-management and documentation controls
  • Shorten rework caused by vague specifications, misaligned criteria and incomplete approval papers
  • Improve value-for-money decisions by linking evaluation models to operational outcomes and whole-life considerations
  • Create a repeatable tendering toolkit that staff can adapt for goods, services and works procurements

Who should attend

  • Procurement Officers — who run tenders and must document compliant supplier selection decisions
  • Procurement Managers — who oversee procurement pipelines, governance gates and tender quality
  • Contract Managers — who need award documentation and performance requirements that support delivery
  • Commissioning Officers — who translate service needs into specifications and procurement strategies
  • Finance and Commercial Officers — who review value-for-money cases, approvals and award recommendations
  • Project Managers — who procure goods, works or services and need realistic tender timelines and controls

Requirements and prerequisites

This is a foundation-to-intermediate course. Participants should understand their organisation’s basic purchasing process and be comfortable reading supplier proposals, comparing costs and using Microsoft Excel for simple tables. Familiarity with terms such as specification, quotation, contract and purchase order is helpful, but prior experience of running a formal tender is not required. Complete beginners should expect a structured introduction to public-sector procurement principles before moving into practical tender documentation and evaluation. No legal qualification, specialist e-procurement system access or prior knowledge of a particular jurisdiction’s legislation is required; organisational rules can be mapped during the course.

Training methodology

An experienced instructor leads short, focused sessions on public-sector rules, governance and tendering methods, followed by practical application to a running services-procurement case. Participants analyse a procurement need, draft sections of a tender pack, build weighted evaluation matrices in Microsoft Excel, assess sample bids and conduct a simulated moderation meeting. Facilitated group critiques expose common compliance failures, such as criteria not disclosed to bidders or unsupported scores. The final session converts the case work into an individual application plan for a live or forthcoming procurement.

Frequently asked questions

No formal tendering experience is required. The course starts with procurement principles and uses guided templates before progressing to bid evaluation, moderation and award reporting.

A laptop is recommended for the Excel-based evaluation-matrix exercises and for adapting the supplied templates. No access to a live e-procurement platform is needed during the course.

It is designed for procurement, commissioning, contract, finance and project staff involved in public purchasing decisions. It is also useful for managers who approve procurement strategies or review award recommendations.

This course focuses specifically on public-sector controls: equal treatment, transparency, tender documentation, evaluation governance, supplier debriefing and audit trails. Contract management is addressed at handover, but the main emphasis is running a compliant and defensible tender.

Yes. The methods are designed to sit beneath local policies, delegated authorities and e-procurement workflows. Participants can compare the course templates with their own documents and identify gaps or improvements.

Participants leave with a procurement strategy structure, specification checklist, evaluation matrix, clarification log, moderation record, award recommendation outline and 90-day action plan. These materials are completed against the course case and can be adapted for workplace use.
